aa	minimize header exposure: move services/ paths from public_config to private include_dirs Move services/ include paths out of public_config blocks to private include_dirs across 22 BUILD.gn files. public_config propagates include paths to all downstream consumers, leaking internal service implementation headers that no external module actually includes.
