thread.c	fix(multi-core): surround 'ipi_send' with 'CHCORE_KERNEL_RT' macro in 'sys_terminate_thread' There are two problems: First, 'plat_send_ipi' doesn't implement, 'send_ipi' will eventually trigger a 'BUG". Second, only rt scheduler will use the 'resched_bitmaps' for resched at the end of 'finish_switch'. But TEE only uses pbrr scheduler now.
