| [Doc][Feature] Add issue-workflow-guidelines.md (#8968)

This guideline improves onboarding for new contributors and reduces
ambiguity for maintainers when triaging issues.

No
### How was this patch tested?
Check content locally and maintainer can review via github preview, also
need check the result of readthedocs CI workflow.
