acllogCheckDebugLevel接口传入内部moduleid加DEBUG_LOG_MASK掩码，返回0级别校验不通过；传入外部moduleid加DEBUG_LOG_MASK掩码，返回1级别校验通过；
这个不统一，应该是只要moduleId不再范围内的，返回为0；
