描述
为支持更高效的低精度计算，扩展了LoadData2D系列函数的数据类型支持范围，新增对4-bit数据类型的支持。

LoadData2DL12L0ACal和LoadData2DL12L0BCal函数中新增支持以下4-bit类型：fp4x2_e2m1_tfp4x2_e1m2_tstatic_assert的类型检查和错误提示信息关联的Issue
