描述
DAGAdapter::RefreshStreamIdsToGE中NetOutput节点类型判断错误。GetTypePtr()返回const char *，原实现使用指针与字符串字面量比较，无法可靠识别NetOutput；改为按字符串内容比较，确保NetOutput节点被正确过滤。RefreshStreamIdsToGE_SkipNetOutputUT，验证普通节点 stream id 正常刷新，同时NetOutput保持原始 stream id。变更类型

描述测试此变更的步骤和前提条件：
RefreshStreamIdsToGE_SkipNetOutput，设置普通节点和NetOutput的原始 stream id 为有效值，验证刷新结果符合预期。compile触发 GitCode CI；现有 UT/ST 随流水线执行通过，流水线#1098123已成功完成。核对清单

本次未新增 ST；未进行本地编译，最终以 GitCode CI 验证结果为准。
