描述
扩展 TSD 插件包加载逻辑，使 Ascend 910B 芯片支持加载
cann-hcomm-compat.tar.gz（HCOMM 兼容包），并新增针对 910B 的兼容能力位判断。主要变更：
src/tsd/tsdclient/src/process_mode_manager.cppPKG_CHIP_SUPPORT_MAP中为cann-hcomm-compat.tar.gz增加tsd::CHIP_ASCEND_910B支持。ProcessModeManager::LoadSinglePackageToDevice中，通过GetPlatInfoChipType()获取当前芯片类型，当芯片为 910B 且加载cann-hcomm-compat.tar.gz时，结合IsSupportCommonInterface(TSD_SUPPORT_CANN_HCOMM_COMPAT_910B)判断 device 是否支持，不支持则安全跳过加载。src/tsd/pub_facility/util_func/tsd_util_func.hTSD_SUPPORT_CANN_TSCH_COMPAT（值 9）重命名为TSD_SUPPORT_CANN_HCOMM_COMPAT_910B，使语义与 910B HCOMM 兼容能力一致。变更类型

如何测试
根据代码变更，测试场景如下：
cann-hcomm-compat.tar.gz能被正确识别并加载到 device。TSD_SUPPORT_CANN_HCOMM_COMPAT_910B能力位的场景，验证 910B 加载cann-hcomm-compat.tar.gz时会安全跳过加载，并打印device does not support cann-hcomm-compat package, skip load to device日志。cann-hcomm-compat.tar.gz行为不受影响。TSD_SUPPORT_CANN_TSCH_COMPAT→TSD_SUPPORT_CANN_HCOMM_COMPAT_910B）后全量编译通过，无遗漏引用。核对清单

本次变更涉及 TSD 插件包按芯片类型加载的兼容性逻辑，重点保证 910B 芯片在 device 能力位匹配时正确加载 HCOMM 兼容包，在不匹配时安全跳过，不影响其他芯片型号的既有行为。
