Fix CI: remove tarball verification, Dockerfile downloads from CBS The NetMHCIIpan tarball is proprietary and not in git. The Dockerfile already handles downloading from the official CBS source with retries. Remove the workflow step that checks for the pre-placed tarball and remove lfs: true from checkout since we're not using Git LFS.
