load_mode_handler_dynamic.cpp	feat: decouple SA start trigger with startSaInner parameter Introduce startSaInner as an internal parameter to trigger SA start, replacing direct startSa usage in sa_profile. Add isFwkReady_ guard to prevent timer operations before framework initialization completes. Refactor OnFwkReady to simplify startup logic.
