此 PR 修复了 cat / cat.out 算子因走 structured 自动代码生成链路导致的显存异常问题（关联 issue #2597）。通过在 torchnpugen/gen_backend_stubs.py 的 parse_backend_yaml 函数中，针对 cat.out 和 cat 分别强制禁用 is_structured 与 has_structured_delegate 标志，使这两个算子回退到手写实现路径，从而绕过自动生成链路。
主要改动
cat.out强制禁用 structured 标记：在计算is_structured时增加op_name != "cat.out"条件判断，若操作名为"cat.out"则直接返回False，使其不再走入 structured 代码生成分支。cat强制禁用 structured_delegate 标记：在计算has_structured_delegate时增加op_name != "cat"条件判断，若操作名为"cat"则直接返回False，使其不再通过 structured_delegate 机制委托给自动生成链路。
