此 PR 将 torch_npu/utils/_dynamo.py 中受 TYPE_CHECKING 保护的 InstructionTranslator 导入从模块顶层移至 patch_npu_stream_context 函数内部，以减少模块加载时的导入依赖。同时清理了测试文件 test/_inductor/test_add.py 中未使用的 torch_npu 导入。

主要改动

延迟 InstructionTranslator 类型导入：在 torch_npu/utils/_dynamo.py 中，将 from torch._dynamo.symbolic_convert import InstructionTranslator 从模块级 TYPE_CHECKING 块移动到 patch_npu_stream_context 函数体内的局部 TYPE_CHECKING 块中，使得该类型仅在需要时被导入，缩小了导入的影响范围。
清理测试文件冗余导入：从 test/_inductor/test_add.py 中移除了 import torch_npu，该导入在测试中未被使用。
