本 PR 主要针对 torchnpugen/gen_npu_c_shim.py 中的 NPU 不支持算子清单进行补充，将 aten.repeat_interleave.Tensor 纳入 NPU_UNSUPPORTED_OPS 列表，使该算子被识别为 NPU 不支持的 Aten 算子，从而在代码生成阶段按不支持场景处理，避免生成无法正确执行的 NPU C Shim 代码。
主要改动
- 新增不支持算子登记: 在
NPU_UNSUPPORTED_OPS列表中追加了"aten.repeat_interleave.Tensor"，将repeat_interleave的 Tensor 重载版本标记为 NPU 不支持算子。

op仓新增了一个inductor_fallback_ops列表里的aten，这导致n_shim.h可能发生变化，因此这里显式的指定该aten是不支持的。
