变更摘要
本 PR 为纯资料补齐（docs/zh/api/native_api），不涉及任何实现、声明或客户可见接口变更。在 pytorch_2-7-1、pytorch_2-11-0、pytorch_2-12-0、pytorch_2-13-0 四个版本的 torch-Storage.md 中，为 torch.UntypedStorage.float8_e4m3fnuz 和 torch.UntypedStorage.float8_e5m2fnuz 新增原生 API 资料项，并统一标记为 ✘（不支持）。原因在于 NPU/CANN 不支持这两个 dtype（Ascend 使用自有的 hifloat8/e8m0fnu 格式），实测调用会报错 Float8_e4m3fnuz has not been supported / Float8_e5m2fnuz has not been supported，对应 issue #3844 / #3845。非计算类 API 的限制与说明统一填写 -，支持情况采用新版 ✔/✘ 格式标注。
