工程没有适配离线下载脚本提供的流程，使用离线下载脚本下载完成后，不能直接用于工程构建

Steps to reproduce the issue / 重现步骤 (Mandatory / 必填)

1. 调用scripts/tools/third_lib_download.py,此脚本会下载nn仓所需的开源软件，目录为scripts/tools/cann_3rd_lib_path_download
2. 构建时使用参数--cann_3rd_lib_path=scripts/tools/cann_3rd_lib_path_download，离线构建正常触发
