shift_val配置场景下，精度不满足要求，shift_val参数没有正确传递

1）按算子规格输入构造input、weight、属性等输入，配置量化shift_val参数 2）在对应950PR环境（32核）执行相关单算子网络，生成om 3）上板，对比精度
功能正确，精度正常
