补充去重宏（2 个算子）：

  • norm/bn_infer_grad：BNInferGrad 补充 OPS_PROTO_DEF_BNINFERGRAD
  • optim/fused_mul_apply_momentum：FusedMulApplyMomentum 补充 OPS_PROTO_DEF_FUSEDMULAPPLYMOMENTUM
    清理格式（3 个算子）：
  • quant/act_ulq_clamp_max_grad：移除去重宏内多余空行
  • quant/act_ulq_clamp_min_grad：移除去重宏内多余空行
  • quant/acts_ulq_input_grad：移除去重宏内多余空行
