新增DV100-lite芯片，相比DV100，从2D2U变为1D1U，算力、memory规格变为一半（单核的L0A、L0B、L0C、L1等规格不变），NPU ARCH仍与DV100保持一致，SOC VERSION为Ascend 350。需要index/NonZero等算子新增ascend350平台支持

算子代码中，流程控制中放开Ascend350，与Ascend950（原为910_95)拉齐；算子原型增加Ascend350注册
