当前仓上使用三方依赖时，中间产物的存放路径不一致，third_party文件夹有的在ops-nn路径下，有的在ops-nn/build路径下，该问题也导致使用cann_3rd_lib_path进行离线编译的能力不完整。
Ascend 910B，Ascend 950
执行bash build.sh --pkg --ops=fatrelu_mul，会在ops-nn路径下生成third_party文件夹并存放abseil-cpp； 执行bash build.sh -u --ophost --ops=fatrelu_mul，会在ops-nn路径下生成third_party文件夹并存放googletest-1.14.0.tar.gz。
使用三方依赖组件时统一到ops-nn/build/third_party路径下。
