问题/功能描述
本次PR主要优化了repeat_interleave算子内核的性能和资源利用率。修复了在处理数据块（特别是尾部数据）时，因输出缓冲区管理不当和存在冗余数据复制操作而导致的效率问题，使内核执行逻辑更加高效。
修改方案描述
修改聚焦于CopyXToMatchOut和ProcessCpMatchToUb两个核心函数。核心调整包括：1) 将结果复制到全局内存的操作（CopyMatchOutToY）从条件判断中移出，确保每个数据块处理后都能及时输出；2) 重构输出张量的分配逻辑，仅在需要处理新数据块时才重新分配，避免了不必要的开销；3) 移除ProcessCpMatchToUb函数循环内的冗余输出调用，统一在CopyXToMatchOut函数内处理，使数据流更清晰、高效。
