描述

AddRmsNormDynamicMxQuant算子example整改以及md修改，具体包括：
1、算子example文件整改，用RAII重构，样例代码风格更好，算子范例更加规范化；
2、更新了AddRmsNormDynamicMxQuant的aclnn README.md文件，修复错误描述。
