描述
算子本身支持float8_e8m0类型，但是在图模式通路调用时，ge引擎会在该算子前插入一个TensorMove算子，但是由于TensorMove算子不支持float8_e8m0导致通路失败。
经过与需求方沟通，暂时不需要该数据类型支持，且TensorMove的float8_e8m0支持需求已经在排期，因此暂时撤销scatter、scatter_nd_update算子对该类型支持。
