## 描述
1. 统一规范各类插件的源码收集流程，实现工程自动识别与插件代码收集，减少算子目录下的配置冗余
2. 修改错误的proto文件，pooling/max_pool3d_grad/op_graph/max_pool3d_grad_with_argmax_proto.h为冗余的原型文件，收集编译后会导致原型重复定义，需要删除
