recipe_modules	vpython: generate new vpython config for the entire depot_tools. The conversion is performed with `vpython3 -vpython-tool upgrade -legacy` command. Some manual adjustments are made: gsutil was fixed to execute vpython3 with the toml config now, and the infra_lib/telemetry was pushed to Py 3.11 to resolve the dependencies correctly. recipe_proto	depot_tools: Support SHA-256 (64-char) git hashes in hardcoded regexes Git 3.0 will default new repositories to the SHA-256 object format, which produces 64-character hex object IDs. Several regexes in depot_tools assume 40-character SHA-1 hashes exclusively, so they would reject or mis-parse SHA-256 object names. Widen these patterns to accept both SHA-1 (40) and SHA-256 (64) hex object names. recipe.warnings	Remove obsolete warning declaration. crrev.com/c/5534148 removed the presentation and json backwards-compatibility attributes from the bot_update Result object, but neglected to remove the warning declaration and a couple ignore instances. The warning serves no purpose now, so this removes the declaration.
