描述

适配离线下载脚本

调用scripts/tools/third_lib_download.py,此脚本会下载nn仓所需的开源软件，目录为scripts/tools/cann_3rd_lib_path_download
构建时使用参数--cann_3rd_lib_path=scripts/tools/cann_3rd_lib_path_download，离线构建正常触发
