Reland "metadata/rla_approval: improve arg passing and error handling" This is a reland of commit 8a7b59a2990b4c12fdb592c9fa24329677074e4f This reland removes the vpython3.bat resolution that caused failure on linux-presubmit bots. vpython: generate new vpython config for the entire depot_tools. The conversion is performed with vpython3 -vpython-tool upgrade -legacy command. Some manual adjustments are made: gsutil was fixed to execute vpython3 with the toml config now, and the infra_lib/telemetry was pushed to Py 3.11 to resolve the dependencies correctly.
